The Eleventh Hour
A non-secret entity that arose after the Magnus incident, it is dedicated to ensuring that kind of imbalance amongst the secrets doesn't arise again. It is located in an extradimensional space inside Sather Clocktower in Berkeley, California.
They maintain uneasy, if unstable, relationships with the major and most minor secrets. They are very uneasy of the Masquerade, as they hold the capacity to unbalance the dynamic between the abyss and the secrets with the crucible, although they have not made the Hours' hitlist until they stole the Guild's nexus.
Organization The Eleventh Hour is split into 3 parts, the clockkeepers, the minutemen, and the Hours.
The clockkeepers act as handlers for both the minutemen and the Hours, as well as tracking down new leads that the major secrets missed and processing the info the minutemen send back. They are mostly normal humans, but some are seers. They are lead by Glitch, the first Hour, who coordinates electronic spy networks across the world.
The minutemen are the field agents, following up on leads from the clockkeepers. If possible, they are also authorized to neutralize suspect cults, but typically leave the killing and neutralization of power-seekers to the hours
The hours are the swords that hang over the heads of the secrets who disrupt the balance of power. There are always eleven, led by the Noon.
1. Glitch; electricity mage who coordinates the clockkeepers and defends the Clocktower
2. Bridge (Vera); teleportation (light and air), long range teleportation, transport for other hours to and from destinations, dangerous in her own right but usually has backup.
3-9: unknown
10. Ember (Dustin Stillwater); smoke sorcerer, may be a cowboy, may be a Clint Eastwood fan. Last chance for potential disturbances to surrender peacefully.
11. Ruin; radiation sorcerer, scorched Earth last resort policy.
12. Noon; The enigmatic leader of the 11th hour, an alchemist from a now-defunct clockwork-based secret. Rumors abound amongst the minutemen and the clockkeepers of a secret Nexus Sphere the Noon spirited away from his first secret, but both the Hours and the Noon deny any such thing.
